The Prime Minister and the Minister for Ecological Transition signed the decrees creating two regional nature parks, the Mont Ventoux and the Bay of the Somme Picardy Maritime Park.

State of deliberations of the communities


The Park

By highlighting the wealth of our territory through the Regional Natural Park label, which is nationally recognised, we are taking a new step forward. What the Picardy coast has achieved, we now want to extend to the whole of Picardy Maritime: protecting the integrity of our natural resources, promoting our know-how and cultural heritage, and above all ensuring the economic and social development of our 134 communes.

 

The Park is an inhabited space that invites us to develop measures in terms of innovation, experimentation, education, support, promotion and information for its inhabitants, but also for visitors. It organizes a broad consultation by bringing together and associating many partners from the territory, thus playing the role of coordination. It is a place for ideas and exchanges, suitable for discussing subjects that go beyond the communal and intermunicipal borders. The idea is not to constrain, but to convince. It thus invites us not to fall back on short-term local management, but on the contrary to define the common interest in the face of new challenges.

The Park's leitmotiv is to "build together" a new territorial dynamic, a shared ambition by taking advantage of a brand image that will strengthen the local economy and tourist attraction while improving the living environment of the inhabitants and taking into account their daily lives. The Baie de Somme Picardie Maritime Regional Nature Park will enable the implementation of a real territorial solidarity by strengthening and preserving our common identity. It is a historic opportunity for the communes to be heard, supported and defended through concrete actions. The Regional Nature Park is a quality tool available to rural areas to keep our territory alive and stronger, thus paving the way for sustainable development in Picardie Maritime.

Its aim is to organise a rebalancing between inland and coastal areas, as well as a win-win and controlled development of the territory.

A Park: the ideal tool!




Territory project support

The Regional Nature Park is a tool for regional planning. It is based on a Charter which defines the project of our territory for 15 years and sets objectives to be achieved.

Indeed, the Park and its Charter are the subject of a commitment on the part of the State, the Region, the Department, the Intercommunalities and the Communes which approve the Charter and undertake to respect it. A Park is a national classification, the State recognises the quality of this territory and undertakes to preserve it.

The Prefect must seek the Park's opinion on all major development projects: road and rail infrastructures, waste storage centres, major industrial projects, etc. The Prefect must ask the Park's opinion on all major development projects. As an associated public entity, his opinion carries weight because it comes from a community that today includes 134 communes.



A major role in urban planning

The laws recently passed at the national level are changing the institutional landscape: the Region and inter-communality are being strengthened. Thus the competence for "town planning and urban development" will no longer be the responsibility of the municipality. Important decisions in terms of planning will be taken at the Regional level and at the level of the Communities of Communes and Conurbations. Local planning documents: local municipal and inter-municipal urban plans (PLU and PLUi) and the Territorial Coherence Scheme (SCoT) are required to comply with the Park's Charter. The Charter has been written with your elected municipal representatives. They set a level of ambition while taking into account the specificities of each town and village. The Park is in a position to support you in your urban planning projects. Your commune will thus have the means, including legal means, to make itself heard when strategic planning documents are drawn up.

the Parc naturel régional Baie de Somme Picardie maritime and the SCoT Baie de Somme 3 Vallées are carried by the same team.


Projects that enrich the Park's approach

The Regional Nature Park is a stimulator for the territory. It is part of its DNA (the Charter) to support and promote all projects, large or small, public or private, that respect the 3 pillars of sustainable development, thus improving Picardy's maritime region. The various initiatives already underway, the Natural Marine Park of the Picardy Estuaries and Opal Sea, the Grand Site Baie de Somme, the RAMSAR Zone, Baie de Somme Zéro Carbonne, the AMAPs, etc., or those that are in the process of becoming Pays d'Art et d'Histoire, are not contradictory to the PNR. On the contrary, they enrich the NRP and contribute to its success. These different approaches are integrated into the PNR through its governance, either directly in its union committee, or through its participatory bodies such as the Sustainable Development Council, the Scientific and Foresight Council, the Park's associative grouping, etc.

4 MAIN FOUNDING PRINCIPLES

  • A better geographical distribution of activities to relieve the maritime front and contribute to inland development.
  • A territorial project that arouses the support and participation of the inhabitants and actors.
  • A shared and coordinated strategy for the preservation of the terrestrial and aquatic environments.
  • An exemplary territorial management structured around the Green and Blue Trame.

3 Vocations

Vocation 1: A territory that protects the integrity of its natural heritage .

Vocation 3 : A territory that takes the stage to promote its know-how and identity .

These 3 vocations lead to the definition of 10 strategic objectives or orientations associated with a series of 35 operational measures prioritized according to their priority.

THE financing of the Park

The Park's budget is composed of two sections, a "Statutory" section which ensures its day-to-day functioning and an "Action" section which enables it to implement the action plan of the Park Charter. In order to ensure the sustainability of the Park over the 15-year life of the label, the signatories of the Charter (State, Region, Department, EPCI, Communes) have undertaken in the statutes to contribute to its budget. The financial contributions are as follows for the next 3 years:

    Governance

    The Park is managed directly by a union council. The latter is composed of the signatories of the Charter with the exception of the State. The trade union council also relies on 5 participative bodies allowing each one to exchange and be listened to on the territory's project:

    • The Council of Mayors
    • the Sustainable Development Council
    • The Scientific and Foresight Council
    • The youth council
    • The associative grouping of park

      The presidents of the participatory bodies as well as the presidents of the consular chambers sit on the Regional Nature Park's planning management board. They have a consultative voice.
