25.04.18: Restricted Technical Committee

This restricted technical committee, which brought together the Baie de Somme 3 Vallées technicians and the firm in charge of drawing up the SCoT, provided an opportunity to review the methods used to draw up the prospective scenarios, to observe the hypotheses envisaged in terms of demo/habitat and economic development, and to discuss their potential impacts. It was also an opportunity to jointly analyse the content of the prospective seminar planned with the elected representatives of the territory during the summer in order to initiate the co-construction of the SUSTAINABLE PLANNING AND DEVELOPMENT PROJECT.

05.04.18: Trade Union Committee BS3V

On the occasion of the Baie de Somme 3 Vallées trade union committee, the salient elements of the SCoT in-depth territorial diagnosis and the modalities for carrying out the second phase of SCoT development dedicated to the SUSTAINABLE PLANNING AND DEVELOPMENT PROJECT were presented to the elected representatives. This is an opportunity for the firm in charge of developing the SCoT to present the work carried out since the launch of this mission in November 2016 and for the elected representatives to reach agreement on the state of play and the major characteristics of the Picardy maritime region: its resources, constraints, opportunities and weaknesses.

Ten days of meetings were organised with the elected representatives of 134 of the 139 municipalities within the SCoT perimeter in order to propose, within the PLUi diagnostics, a detailed estimate of the land deposits that could potentially be mobilised within the urbanised areas of the territory. Now that the challenges for the Picardie Maritime region have been identified, it is time to prioritise them!

During the Baie de Somme 3 Vallées trade union committee meeting, the methods used to calculate the potential land available for use and the study of space consumption were presented and then validated by the elected representatives. The forthcoming organisation of a day-long meeting with elected representatives of the communes to refine the estimate of the land potential of the SCoT territory is announced.

16.01.17 Select Technical Committee

17.11.16 Seminar to launch the SCoT to the elected representatives of the territory

In the presence of the President of Baie de Somme 3 Vallées and the elected representatives of the territory, the seminar enabled the participants to meet and exchange views with the SCoT study group. The elected representatives were thus able to take ownership of the approach and create a collective dynamic.

05.07.16 Kick-off meeting

In the presence of the president of Baie de Somme 3 Vallées and the presidents of the communities of communes of the territory, it will be the occasion to present the study team that will support the Syndicat Mixte in the elaboration of the project and to exchange around it:

  • the modalities of delivery and collaboration with the contracting authority and the technical and institutional partners both in terms of form and expected results;
  • the detailed methodology and schedule for conducting the studies required for the mission;
  • consultation and communication actions;
  • the expectations of elected officials and the major issues of the territory.

This meeting will initiate the first DIAGNOSTIC AND PROSPECTIVE phase of the development of the ScoT.

15.06.16 Selection of Provider

On the basis of the analysis of the bids received, the Baie de Somme 3 Vallées Tender Commission selected the CITADIA Conseil, EVEN Conseil and AIRE PUBLIQUE consortium.
CITADIA Conseil is a multidisciplinary agency made up of town planners and technicians who can address all the themes of a SCoT.
EVEN Conseil, a subsidiary of CITADIA Conseil, is a consultancy firm specialising in environmental performance and landscape, made up of specialists with varied skills in environmental matters and sustainable development.
AIRE PUBLIQUE, also a subsidiary of CITADIA Conseil, specialises in consultation and communication. It will ensure citizen participation and dialogue with elected officials and local stakeholders around the project.

29.02.16 : On-line consultation

The development of SCoT is divided into 4 phases:

  • Diagnosis and prospective: it is a question of visualizing the strengths and weaknesses of our territory, as well as the impacts of our development on the environment ;
  • Orientations / Elaboration of the Sustainable Development and Planning Project (PADD): at this stage, the desired development scenario for the territory is decided, in the light of the elements resulting from the diagnosis. The PADD sets the objectives of public policies for town planning, housing, transport and travel, commercial establishment, structural facilities, economic, tourist and cultural development, development of electronic communications, protection and development of natural, agricultural and forest areas and landscapes, preservation of natural resources, combating urban sprawl, preservation and restoration of ecological continuity;
  • Production of the Orientation and Objectives Document (DOO) and regulatory formatting of the SCoT project: this is a formal and cartographic translation of the orientations defined by the PADD;
  • Determination of the Project / Public enquiry / Approval of the SCoT: finalization stage of the process that allows the SCoT to be validated and made enforceable.

The expectations for the development of the project are specified in the contract documents. They must enable the service provider best able to support the region and meet its expectations to be selected.

14.12.15: Launch of SCoT

The Comité Syndical de Baie de Somme 3 Vallées deliberated on 14 December 2015 in order to set the objectives and modalities of consultation of the SCoT and thus officially launched its elaboration. The wish of the elected representatives is to involve all the actors of the territory as much as possible, with the objective of giving an important part to consultation, notably through its various participative bodies (Council of Mayors, Development Council, Scientific Council) but also by going out to meet the inhabitants and economic actors in their communities. The next step is the recruitment of a service provider specialised in the development and management of a SCoT.
